Toronto Public Health launches fourth flu vaccine clinic location at the Scarborough Town Centre
I am proud to let you know that after writing a letter to our Toronto Medical Officer of Health Dr. Eileen de Villa requesting a flu vaccine clinic be opened in Scarborough, Toronto Public Health has announced today it will be opening a fourth location at the Scarborough Town Centre, Exterior Unit D3 (410 Progress Avenue) this Saturday, October 31st! The online booking system has gone live today, Wednesday October 28 at 9:00AM. To access bookings, please go to: https://www.tphbookings.ca/.
The clinic is operated by appointment only. Appointments must be booked online through an online booking system which launched for this clinic this morning. This is to ensure that appropriate physical distancing and infection prevention and control measures can be followed at the clinic to reduce the potential risk of virus spread and keep residents safer.
This year, TPH has administered approximately 1,000 flu vaccines in less than one week since launching its annual community clinics on October 22. The four annual flu vaccine clinics operate until the end of December with all appointments booked online.
Flu activity usually peaks between the end of December and beginning of January, so it is recommended that residents get vaccinated before then. In Ontario, the Ministry of Health procures and distributes the flu vaccine. All Toronto residents who wish to get the flu vaccine will also be able to get vaccinated at doctors’ offices or participating pharmacies. TPH supports delivery of the flu vaccine through its annual community clinics along with administering the vaccine at approximately 60 pop-up clinics in shelters, drop-in centres and interim lodging sites for vulnerable Torontonians. Last year, TPH administered a total of 7,621 flu vaccine doses to residents.
Getting vaccinated against the flu may also reduce the number of individuals who need COVID-19 testing, as the symptoms are very similar. Annual flu vaccine is important to protect vulnerable residents from more severe illness. This includes older adults, individuals with chronic and pre-existing health conditions, residents of nursing homes and chronic care facilities, children six months to five years of age and pregnant women.
Influenza, also known as the flu, can spread to others before symptoms even appear. The flu is spread from person to person by small droplets produced by a cough or sneeze or through contact with contaminated hands, surfaces or objects, similar to COVID-19. Typical flu symptoms include a high fever, chills, sore throat, cough and muscle aches. Other common symptoms include headache, loss of appetite and feeling tired. Symptoms of the flu can be difficult to tell apart from symptoms of COVID-19 without a test. Recovering from the flu usually takes a week to 10 days, but for some people it can worsen pre-existing health conditions such as asthma or heart disease or develop into more serious health problems such as pneumonia and, in rare circumstances, can be fatal.
The flu vaccine is free for people six months of age and older who live, work or attend school in Ontario. A health card is not required at a TPH clinic. TPH flu vaccine appointments are available from now until December and can be booked online: https://www.tphbookings.ca/Default.aspx?PageID=11032. Due to the COVID-19 pandemic, walk-in appointments will not be available this year.

Stay safe and follow Public Health advice this Halloween. Torontonians have been called to take a different approach to Halloween this year to help stop the spread of COVID-19, including recommending against door-to-door trick-or-treating. There are several fun and creative alternative ways to celebrate Halloween this year, including encouraging kids to dress up and participate in virtual activities; organize a Halloween candy hunt with people living in their own household; carving pumpkins and more.
As more and more leaves begin to fall, when clearing up fallen leaves from your property please keep roadside catch basins clear of leaves and other debris to help water enter the storm sewer.

City of Toronto COVID-19 Case Update:(Data as of October 26, 2020) There has been an increase of 374 COVID-19 cases in the City of Toronto. Through the pandemic the City of Toronto has seen a total of 27,226 cases of COVID-19, of these, 22,779 cases have recovered, an increase of 240 cases from the day before. There are 131 people currently hospitalized, an increase of 4 cases from the day before. To this date, there have been 1,353 COVID-19 deaths in Toronto. Today, Prime Minister Justin Trudeau announced the launch of the new Rapid Housing Initiative that invests $1 billion to create up to 3,000 new permanent affordable housing unites across the country. The Rapid Housing Initiative will quickly develop new modular multi-unit rentals, convert non-residential buildings into affordable multi-residential homes, and rehabilitate buildings that are abandoned or in disrepair into affordable multi-residential homes. Costs to purchase land and buildings will also be eligible under the new initiative. More information can be read in the news release.
Today, City Council unanimously approved framework to create new permanent, supporting housing in Parkdale in partnership with the University Health Network and United Way Greater Toronto. Recognizing the inextricable link between poverty, health and social outcomes, and the need to take a systemic approach to improving the lives of residents across the city, the City of Toronto, the University Health Network (UHN) and the United Way Greater Toronto (UWGT) have developed a unique SMI model that will use land owned by UHN in Parkdale to create new permanent supportive housing. The plan will coordinate resources from all three partners to develop a range of housing and important health and social services onsite.More information can be read in the news release.
Toronto City Council has approved the City’s first Freight and Goods Movement Strategy that will help make transportation of freight and goods safer, more reliable and more sustainable in and around Toronto. The Freight and Goods Movement Strategy identifies 24 strategic actions that the City, led by the Transportation Services division in partnership with other divisions and external partners, will undertake immediately and over the next several years. The strategy will help Toronto address pressures brought on by increased demand for:
goods movement through population growth
rapidly shifting technology trends and future innovations related to shipping and producing goods, and
growth of local industries and the economy from a global perspective in order to help Toronto and the region remain economically competitive and appealing.

City of Toronto COVID-19 Case Update:(Data as of October 25, 2020) There has been an increase of 300 COVID-19 cases in the City of Toronto. Through the pandemic the City of Toronto has seen a total of 26,870 cases of COVID-19, of these, 22,540 cases have recovered, an increase of 259 cases from the day before. There are 132 people currently hospitalized, an increase of 17 cases from the day before. To this date, there have been 1,353 COVID-19 deaths in Toronto, an increase of 3 deaths from the day before. The City of Toronto is urging all road users to stay alert and obey the rules of the road as daylight saving time ends at 2am on Sunday November 1. The return to standard time means fewer daylight hours and reduced visibility for all road users in the city. In Toronto, pedestrian collisions increase by more than 30% during the evening commute hours from November to March. To draw attention to the increased risks facing pedestrians and cyclists, the City of Toronto has launched a city-wide public education campaign today that promotes road safety as we enter a season with reduced daylight hours. The City of Toronto partnership with Ritual Open For Business supports more than 1000 local businesses with free delivery until November 8. The Ritual ONE app was launched this spring to help local businesses across Toronto increase their commission-free online sales. All flat fee delivery charges will be waived for both customers and local businesses during this two week period to encourage customers to order directly from local businesses. City of Toronto is reopening one of its recently settled debenture offerings for an additional $250 million to help finance critical capital projects. This is the City’s fourth public debenture issuance this year and the lowest 30-year term rate the City has ever issued with an all-in cost of 2.436 per cent. This conventional bond issue, which is a reopening of a 30-year maturity with a coupon interest rate of 2.80 per cent, will mature on November 22, 2049. This reissuance brings the bond’s outstanding amount to $600 million. The proceeds from this issuance will be used to fund the completed portion of the approved capital projects from several City divisions and agencies, such as:
Transportation Services
Toronto Paramedic Services
Facilities Management
Economic Development and Culture, and
Exhibition Place.

Through the pandemic the City of Toronto has seen a total of 25,913 cases of COVID-19, of these, 21,777 cases have recovered, an increase of 272 cases from the day before. There are 123 people currently hospitalized, an increase of 17 cases from the day before. To this date, there have been 1,346 COVID-19 deaths in Toronto, an increase of 2 deaths from the day before. Case status data can be found on the City’s reporting platform. Province of Ontario status of COVID-19 Cases can be found here.
The City of Toronto’s 50 Automated Speed Enforcement (ASE) devices issued a total of 15,175 tickets between August 6 and September 5, the second month of issuing tickets to vehicles travelling in excess of the posted speed limit. The program began enforcement on July 6. According to the data, the number of repeat offenders during the second month of issuing tickets was 1,198. Anyone who receives an Automated Speed Enforcement ticket can view images of their offence online using the City’s Court Case Look Up.
Toronto Public Health teams up with Maple Leaf Sports and Entertainment local athletes and coaches to raise awareness on actions residents can take to reduce COVID-19 spread and help keep everyone safer as we live with this virus. The first video features Toronto Raptors Head Coach Nick Nurse, the second features Toronto FC Captain Michael Bradley and the third features Toronto Maple Leafs Forward Zach Hyman. TPH’s Associate Medical Officer of Health Dr. Vinita Dubey also features in all videos. The videos will be shared on social media and are available on TPH’s YouTube channel. City of Toronto marks milestone in delivery of first modular housing building. At the 11 Macey Ave. site, the modular homes are being installed this week by crane, bringing the project a significant step closer to occupancy, which is anticipated to take place next month. The City’s Modular Housing Initiative is building affordable rental homes that also offer support services, designed for people who are currently experiencing homelessness. Canada-Wide Approach to Ensure Municipalities are Protected from Cyber Threats. At today’s Executive Committee meeting I brought forward an information report as an appointed member of the Federation of Canadian Municipalities (FCM) focusing on the need for a Canada-wide approach for dealing with cyber security to ensure municipalities are protected. At the September 2020 meeting of the FCM Board of Directors I’ve requested that the FCM call on the federal government to create a municipally focused cyber security certification program which is one step to help enable municipalities to further their cyber risk management, and overcome limited financial resources, as well as operation constraints. Stay safe and follow Public Health advice this Halloween. Torontonians have been called to take a different approach to Halloween this year to help stop the spread of COVID-19, including recommending against door-to-door trick-or-treating. There are several fun and creative alternative ways to celebrate Halloween this year, including encouraging kids to dress up and participate in virtual activities; organize a Halloween candy hunt with people living in their own household; carving pumpkins and more.
Remember to participate in Waste Reduction Week this week. This year’s theme focuses on circular economy, renewability, reuse and repair. More information on how to participate in Waste Reduction Week events and tips to reduce waste are available at www.toronto.ca/reduce-reuse
As more and more leaves begin to fall, when clearing up fallen leaves from your property please keep roadside catch basins clear of leaves and other debris to help water enter the storm sewer.
City of Toronto COVID-19 Case Update:(Data as of October 20, 2020) There has been an increase of 346 COVID-19 cases in the City of Toronto. Through the pandemic the City of Toronto has seen a total of 25,278 cases of COVID-19, of these, 21,256 cases have recovered, an increase of 258 cases from the day before. There are 128 people currently hospitalized, an increase of 21 cases from the day before. To this date, there have been 1,338 COVID-19 deaths in Toronto, an increase of 1 death from the day before. Case status data can be found on the City’s reporting platform. Province of Ontario status of COVID-19 Cases can be found here.
Toronto Public Health has launched two additional maps on the City’s reporting dashboard. One map shows COVID-19 per cent positivity by neighbourhood and the second shows testing rates across the city. This is in support of the City of Toronto Health Equity Plan approved by the Board of Health earlier today.
The Province of Ontario is expanding mental health services for children and youth. The Ontario government is providing $24.3 million in targeted investments to hire additional staff, increase access to counselling and therapy, create new programs to help manage stress, depression and anxiety, and address eating disorders and other challenges facing children and youth. This funding is part of the government’s $176 million investment in the Roadmap to Wellness, a comprehensive plan to build a fully connected mental health and addictions system across the province. City of Toronto statement on Parks Bylaw injunction decision. Today, the Ontario Superior Court of Justice refused to grant an injunction that would have required the City of Toronto to suspend the enforcement of its Parks Bylaw that prohibits camping in City parks during the current pandemic. This ruling does not order the City to clear encampments, rather, the ruling does not prevent the City from clearing an encampment when shelter and housing options become available to those living in encampments or as required by the circumstances. The Toronto Police Service would like to invite members of the public to apply for one of 12 positions on its Community Advisory Panel for Race-Based Data (RBD) Collection, Analysis and Reporting Policy. The panel will meet four times a year, starting January 2021, to provide the Service with advice on the analysis, interpretation and dissemination of Race and Identity Based Data Collection. Interested applicants can apply online . The application process will close on October 30, 2020. More information can be read in the news release.

Through the pandemic the City of Toronto has seen a total of 24,947 cases of COVID-19, of these, 20,999 cases have recovered, an increase of 196 cases from the day before. There are 109 people currently hospitalized, an increase of 6 cases from the day before. To this date, there have been 1,337 COVID-19 deaths in Toronto, an increase of 1 death from the day before. Case status data can be found on the City’s reporting platform. Province of Ontario status of COVID-19 Cases can be found here.

Ontario extends COVID-19 orders until November 21, 2020 to ensure the government continues to have the necessary tools to contain the spread of COVID-19.Additionally, Ontario is amending emergency orders to regions under modified Stage 2 regulations to clarify that classes delivered for the purpose of teaching or training amateur or professional dancers in dance techniques are permitted to operate provided specified conditions are met. Ontario invests $550 million to build 20 new schools and eight permanent school additions across the province in 2020-21. These new projects will create nearly 16,000 new student learning spaces and 870 new licensed child care spaces as part of the government’s ongoing efforts to improve and build modern schools. Toronto Public Health is launching an online flu vaccine booking system to help residents schedule their appointments for TPH’s annual flu vaccine clinics. This year, TPH flu vaccine clinics will only be available through online appointments to ensure that appropriate physical distancing and infection prevention and control measures can be followed to reduce the potential risk of virus spread and keep residents safer. Due to the higher demand for flu vaccine this year, more TPH flu vaccine clinics will be offered starting this week until the end of December. TPC flu clinic appointments can be booked online. City of Toronto announced $1.9 million in additional funding for community services to help vulnerable populations. These additional funds will be distributed from TO Supports Investment Fund to 33 community-based agencies supporting vulnerable populations impacted by the COVID-19 pandemic. This is the second installment of the City’s commitment of 20% towards the provincial Social Services Relief Fund to support non-profit social service agencies during this pandemic. Parent Survey on the proposed regulatory amendments to the Child Care and Early Years Act (CCEYA), 2014. The Province is reviewing the Child Care and Early Years Act and is looking for feedback on proposed changes affecting child care programs. They have provided an online report called Strengthening early years and child care in Ontario and their consultation document summarizes the proposed changes. Toronto Children’s Services is preparing the City’s response and would like to hear from you on the most significant changes that have been proposed. Please complete this survey by October 21, 2020.

This week is held every October as a reminder of the ways everyone can reduce the amount of waste going to landfill and to raise awareness about the importance of sustainable consumption. This year, Waste Reduction Week focuses on reducing waste and maximizing resources by moving away from the take-make-and-dispose approach in favour of product longevity – known as a circular economy, renewability, reuse and repair. The City and its Community Reduce & Reuse Program partners will be hosting online workshops and events through th week on topics such as circular economy, bike repairs and swaps, sewing, community composting, food canning and recipes to reduce food waste. As we continue to witness the rise COVID-19 cases in Toronto and across the province, it is very important that we adhere to public health advice to practice physical distancing, wash hands as often as possible and to wear a mask or face covering where mandatory or when physical distancing cannot be maintained.
City of Toronto COVID-19 Case Update:(Data as of October 14, 2020) There has been an increase of 254 COVID-19 cases in the City of Toronto. Through the pandemic the City of Toronto has seen a total of 23,572 cases of COVID-19, of these, 19,835 cases have recovered, an increase of 314 cases from the day before. There are 101 people currently hospitalized, an increase of 7 cases from the day before. To this date, there have been 1,330 COVID-19 deaths in Toronto, and increase of 3 deaths from the day before. Millions across Canada are now using the made-in-Ontario COVID alert app. The Ontario government is working with some of the most influential brands in Canada, including Maple Leaf Sports and Entertainment, to encourage more people to download the made-in-Ontario COVID Alert app and help protect people across the country from the pandemic. To support businesses large and small, the government is launching a new webpage that will provide them with the tools they need to promote the app and build on its success to-date. Six City of Toronto Traffic Agents to be recommended for designation as special constables. The City of Toronto is moving ahead with its Traffic Agents program with six full-time City of Toronto Traffic Agents recommended for designation as special constables at next Thursdays’ Toronto Police Services Board meeting. Once approved and sworn in, these newly hired individuals will be designated as special constables and will be permitted to manage traffic at signalized intersections in Toronto. It’s then expected they will be fully deployed at Toronto intersections before the end of 2020.
The City Traffic Agents Program is a congestion management strategy that will place Traffic Agents, employed by the City of Toronto, at key intersections during morning and afternoon peak periods. Traffic volumes in Toronto have been lower than normal during the pandemic, however, City staff continue to observe increasing trends in traffic volumes especially during peak periods. Allen Road closed and other partial closures this weekend for maintenance and improvements. The City of Toronto will perform maintenance and improvement activities on Allen Road this weekend from Friday, October 16 at 11 p.m. until Monday, October 19 at 5 a.m. The closure will extend the entire length of the roadway from Sheppard Avenue West to Eglinton Avenue West.Visit the City’s road restrictions map to help residents and visitors make travel plans. As we continue to witness the rise COVID-19 cases in Toronto and across the province, it is very important that we adhere to public health advice to practice physical distancing, wash hands as often as possible and to wear a mask or face covering where mandatory or when physical distancing cannot be maintained.
City of Toronto COVID-19 Case Update: (Data as of October 13, 2020): There has been an increase of 296 COVID-19 cases in the City of Toronto. Through the pandemic the City of Toronto has seen a total of 23,338 cases of COVID-19, of these, 19,523 cases have recovered, an increase of 311 cases from the day before. There are 108 people currently hospitalized, an increase of 6 cases from the day before. To this date, there have been 1,327 COVID-19 deaths in Toronto. Case status data can be found on the City’s reporting platform. Province of Ontario status of COVID-19 Cases can be found here.
The City of Toronto has signed an agreement to deliver Automated Shuttle Trial planned for Spring 2021. Local Motors, in partnership with Pacific Western Transportation, will provide this service using Olli 2.0, the latest iteration of its electric, self-driving shuttle. With a seating capacity of up to eight passengers, Olli is equipped with an accessibility ramp and a wheelchair securement system, along with audio and visual announcements and other features for rider information. An on-board safety steward will oversee vehicle operations and can manually take control of the vehicle at any time when required. More information can be read in the news release.
City Manager’s Report, Towards Recovery and Building a Renewed Toronto, to go to the Executive Committee on October 21st. The report is one in a series of reports to Toronto City Council that outlines actions the City of Toronto has and will undertake to address the challenges of the pandemic, key accomplishments, findings from other jurisdictions, insights from engagements and research, and advice to Council on how the City should move towards recovery and prosperity, amidst this evolving emergency. The report emphasizes that the City’s continued collaboration with other orders of government to effectively apply taxpayer resources and create the greatest positive impact on shared recovery goals with clear outcomes is essential to recovery. An integrated response to issues, including addressing the social determinants of health, and exploring partnerships with community agencies, academia and the private sector, is also key. The City of Toronto is extending its partnership with Ritual to launch Open For Business to support local businesses. Open For Business is a collaboration with Ritual and DoorDash to help local businesses across Toronto increase their commission free online sales. Through this partnership extension, Ritual will provide its commission free digital ordering platform Ritual ONE to Toronto businesses at no coast through the end of the year. All local businesses that enroll in Ritual ONE will receive delivery capabilities powered by DoorDash Drive, its fulfillment platform that powers direct delivery for any business. Toronto businesses will receive two weeks of free delivery from October 26 to November 8. Additionally, any business that completes one delivery order on Ritual ONE powered by DoorDash Drive by December 31 will receive Ritual ONE free through 2021. City of Toronto COVID-19 Case Update: (Data as of October 12, 2020):There has been an increase of 258 COVID-19 cases in the City of Toronto. Through the pandemic the City has seen a total of 23,061 cases of COVID-19, of these, 19,212 cases have recovered, an increase of 258 cases from the day before. There are 103 people currently hospitalized, an increase of 7 cases from the day before. To this date, there have been 1,327 COVID-19 deaths in Toronto, an increase of 8 deaths since the day before. Case status data can be found on the City’s reporting platform.
Canada Emergency Benefit Updates: Canada Emergency Rent Subsidy (CERS)will provide simple and easy to access rent and mortgage support until June 2021 for qualifying organizations. The program would subsidize 65% of eligible expenses until December 19, 2020. Organizations would be able to make claims retroactively for the period that began September 27 and ends October 24, 2020; Canada Emergency Wage Subsidy (CEWS)has been extended to June 2021. The current subsidy rate will remain the same until December 19, 2020; and theCanada Emergency Business Account (CEBA)has been extended to December 31, 2020, making the program accessible longer to Canadians.
Modified Stage 2 restrictions for Toronto Ottawa and Peel regions are now in effect. These measures were set in place as a result of higher than average rates of COVID-19 transmission. These measures include setting social gathering and organized public event limits at 10 people indoors and 25 people outdoors, prohibit indoor food and drink service in restaurants, bars and other food and drink establishments, limit capacity for certain activities, prohibit games and scrimmages for sports teams and more. The new regulations will be in place for at least 28 days. More details on these new measures can be found in the news release.
Over the long weekend the City enforcement team (Bylaw Enforcement, Toronto Public Health and Toronto Police Service) proactively conducted compliance checks on establishments across the city. Toronto Public Heath conducted 46 inspections, issued 16 warning letters and laid 2 charges for non-compliance with the Reopening Ontario Act (ROA). The City received 30 complaints for large gatherings ranging from more than 10 people to up to 60 people, 11 warning letters and 2 charges were issued. Let us keep in mind the revised stage 2 restrictions on social gathering limits, noted above. More information can be read in the news release.
City of Toronto launches a call to action against East Asian Racism. The City has launched a social media campaign to bring attention to the need to combat racism in our city, including anti-East Asian racism. Throughout the COVID-19 pandemic, there has been a rise in incidents of racism against all East Asian communities in Toronto. Racial harassment/discrimination against East Asians can occur through stereotyping and overt prejudice, or in more subconscious, subtle and subversive ways.
Torontonians of East Asian descent contribute to the economic and cultural fabric of the city. Diverse cultures and communities such as these have helped create Toronto’s identity as a vibrant, global city. Information and resources to educate Torontonians about anti-East Asian racism are available on the campaign website.
Toronto Public Health Modified Stage 2 Announcement: The public health regulations implemented recently by the Ontario government in Toronto, Ottawa and Peel Regions include a range of additional restrictions affecting indoor dining, gyms, cinemas and other venues, as well as reduced limits on social gatherings. At this time, no additional restrictions have been announced for public libraries, beyond the measures that TPL already has in place. They continue to monitor changes in public health regulations, and should the need arise, we will adjust library services accordingly to ensure the safety of our staff and library customers.
