City of Toronto COVID-19 Case Update: (Data as of February 22, 2021) There has been an increase of 373 COVID-19 cases in the City with 333 people currently hospitalized. Through the pandemic the City has seen a total of 95,640 cases of COVID-19, of these, 89,057 cases have recovered. To this date, there have been 2,619 COVID-19 deaths in Toronto. The Toronto Public Health region remains under the shutdown and stay-at-home orders until at least March 9, 2021. It remains imperative that we all respect the COVID-19 orders and stay home as much as possible. When you are outside of your home for essential purposes, remember to wear a mask or face covering, practice physical distancing and good hand hygiene. City of Toronto announces the next two affordable supportive housing sites as part of Phase Two of its Modular Housing Initiative. The two sites announced today will create approximately 128 modular homes, 64 at each of the City-owned sites, which are located at 175 Cummer Ave., next to Willowdale Manor, and on the corner lot at Trenton Ave. and Cedarvale Ave. The new modular homes will provide stable, affordable housing and support services to individuals experiencing homelessness. Residents will have an opportunity to learn more about the Modular Housing Initiative and to provide input into design elements during upcoming virtual community engagement sessions beginning the week of March 8. Details on how to participate in this process are being mailed to residents and are also available on the Modular Housing Initiative website: www.toronto.ca/modularhousing

Toronto District School Board Virtual Ward Forum: Chat with Interim Director, Karen Falconer on Thursday February 25, 7:00pm to 8:00pm. The meeting will be hosted on a Zoom conferencing platform. Registration is required.  Registrants will be sent a meeting invite with a link and call-in details for the meeting. Please visit this link to register for the meeting.

Reminder: Celebrate Toronto’s Virtual Seedy Saturday on February 27, 2021 from 10am to 2pm! Virtual Seedy Saturday promises to be full of great gardening and growing advice. There will be links to seed and gardening companies, a resource library, webinars by gardening experts, a live question/answer forum, kids’ activities, and info re local seed exchanges. The City of Toronto is hosting a webinar for restaurant and bar operators who are interested in the CaféTO 2021 program on March 2, 9:30am. Learn about program guidelines, timelines, new program features and next steps for participating in this year’s program. Election Signs Survey: City of Toronto is reviewing the rules for election signs in Toronto. Have your say on election sign rules in Toronto! Share your input through an online survey by 11:59pm March 3, 2021. Your feedback will inform a review of the bylaw regulating election signs in Toronto. Take the survey here.

SafeTO Survey: The City of Toronto is currently in the process of developing an updated Community Safety and Wellbeing Plan called SafeTO. This plan will guide how social systems that serve Torontonians such as community services, healthcare systems, justice systems and police work together to meet community needs by changing how we think about safety. Provide your input by taking this survey by March 5, 2021.

Have your say on the GO Rail Network Electrification Environmental Project Report Addendum.  The EPR Addendum for the GO Rail Network Electrification project is available for a 30-day public review period starting Today, February 23. Please review the EPR and associated technical reports at this link. Creative Co-Location Facilities Property Tax Subclass Designation. Live music venues play an integral role in Toronto’s vibrant cultural scene. As part of the City of Toronto’s COVID-19 recovery efforts, venues can apply for a property tax reduction via the Creative Co-Location Facilities Property Tax Subclass. Deadline is March 15, 2021. More information is available here.

Nominate your Scarborough Hero Today! Do you know someone who lives or works in Scarborough who deserves some recognition for their extraordinary actions over the past year? If so, visit www.ScarbTOHero.com to submit a nomination for one of the seven categories! Submit your nominations by March 21, 2021.

Restaurant operators are encouraged to add their restaurant to Destination Toronto’s ToGoToronto.com, a free listing of more than 700 Toronto restaurants that are open for safe takeout, delivery and patios as public health restrictions allow. The platform was created by Destination Toronto in partnership with the City to continue to support the economic recovery of the restaurant community.

February 22, 2021 Update

I would like to continue to thank everyone for their efforts during these difficult times, I know it has been tough, but we must continue to fight the spread of COVID-19 and keep ourselves and our community safe. It is also important to remember, our mental health is paramount, and that we take care of ourselves and seek support if needed.

City of Toronto COVID-19 Case Update: (Data as of February 21, 2021) There has been an increase of 366 COVID-19 cases in the City with 338 people currently hospitalized. Through the pandemic the City has seen a total of 95,293 cases of COVID-19, of these, 88,746 cases have recovered. To this date, there have been 2,616 COVID-19 deaths in Toronto. Case status data can be found on the City’s reporting platform. Province of Ontario status of COVID-19 Cases can be found here.

CaféTO registration opens this Friday, February 26 at 9am. The first window will remain open for a full month, until Friday, March 26, and the second window will open immediately afterward. Local restaurant and bar operators interested in expanding their outdoor dining space into the curb lane and onto sidewalks can register online using a clear process. Pending public health orders, approved CaféTO curb lane locations from the first window would be installed as soon as mid-May – almost two months earlier than last year and in time for the May long weekend. A CaféTO online webinar for local operators is planned for Tuesday, March 2 at 9:30am. Local restaurant and bar operators interested in expanding their outdoor dining space into the curb lane, sidewalks and on private property can learn about program guidelines, timelines, new program features and next steps for participating in this year’s program. The City of Toronto is working closely with Toronto Public Health (TPH) and The Salvation Army to manage an outbreak of COVID-19 at the Maxwell Meighen Centre, a shelter funded by the City and operated by The Salvation Army. As of today, there are 29 cases, which have all screened positive for a COVID-19 variant of concern (VOC). The samples are currently undergoing whole genome sequencing by Public Health Ontario to identify the variant strain. TPH declared an outbreak at Maxwell Meighen on February 3, 2021. An outbreak is defined as two or more positive cases, within a 14-day period, that are epidemiologically linked to a specific shelter setting. All clients who have tested positive have been sent to a dedicated isolation/recovery site with supports to recover. City of Toronto providing financial relief for taxicab industry. As part of the 2021 budget approval process, Toronto City Council voted to provide a temporary reduction in the renewal fees and regulatory charges for Taxicab and Limousine Vehicle-for-Hire licensing categories. This initiative will assist up to 8,670 drivers in the city. This $2.47 million support will enable the following:

• a 50 percent reduction of the renewal fees, until further City Council direction, with a credit provided for any renewal fees due and paid following January 1, 2021 for the taxicab industry;
• a temporary reduction in the regulatory charges for the Vehicle-for-Hire Accessibility Fund Program by 75 percent for 2021;
• a reinstatement of any expired and cancelled taxicab licences from 2020 for the non-payment of renewal fees and extension of the deadline for payment until December 31, 2021; and
• a suspension of the cancellation of vehicle-for-hire licences for non-payment of renewal fees in 2021, with a report back on a payment-deferral application process.

Through the pandemic the City has seen a total of 93,185 cases of COVID-19, of these, 86,245 cases have recovered. To this date, there have been 2,560 COVID-19 deaths in Toronto. Ontario returning 27 Public Health Regions to Strengthened COVID-19 Response Framework. The Ontario government is transitioning 27 public health regions out of the shutdown into a revised and strengthened COVID-19 Response Framework: Keeping Ontario Safe and Open as of Today, February 16, 2021. The four remaining public health regions, Toronto, Peel, York and North Bay Parry Sound will remain in the shutdown and the stay-at-home orderand all existing public health and workplace safety measures will continue to apply. An Extreme Cold Weather Alert (ECWA) is in effect in Toronto today, in anticipation of the cold weather conditions within the next 24 hours. The ECWA will be in effect until further notice. The City has activated its Warming Centres on February 7 and they will remain open during the ECWA. The Warming Centres are located at the following:

• 129 Peter St.
• 5800 Yonge St.
• Exhibition Place, Better Living Centre, 159 Princes’ Blvd.
• Scarborough Civic Centre, 150 Borough Dr.

The City asks residents to contact 311 if they see a person experiencing homelessness in need of assistance and the City will dispatch an outreach team to investigate. If the person is in distress or needs immediate assistance, call 911. Throughout the year, 24-hour respite sites provide meals, places to rest, and service referrals at locations across the city. People can call 311 for locations and to connect to Central Intake for a referral. Homeless Help lists site information at toronto.ca/homelesshelp. City of Toronto applauds health care partners for completing second vaccination doses for Toronto long-term care residents and staff. As Tuesday, February 16, seven health care partners and the City of Toronto will have offered COVID-19 immunization clinics to administer the second dose of vaccine at all 87 long-term care homes in Toronto. This vaccination milestone, protecting some of the city’s most vulnerable residents, represents a significant achievement in the City’s ongoing response to the pandemic. Beginning Tuesday, February 16, 10 of the City of Toronto’s recreation facilities will open to allow individuals with disabilities to access physical therapy while Toronto remains in lockdown. Under provincial regulations, participants will be required to provide a medical certificate issued by a regulated medical practitioner attesting to a disability as defined by the Accessibility for Ontarians with Disabilities Act. Participants will need to make an appointment in advance and present their medical certificate each time they attend. Visits will be limited to 90 minutes. Appointments can be made by calling the recreation centre directly, beginning Tuesday, February 16. The list of the City’s community centre locations that will open to individuals with disabilities can be found here. More information about registration can be found here.

Centennial College, Scarborough Health Network, Toronto Zoo and University of Toronto Scarborough launch the Scarborough Hero Awards. This new awards initiative aims to recognize those who have gone above and beyond to serve the local community in very substantive and impactful ways. In 200 words or less, you are invited to nominate a #ScarbTOHero deserving recognition for the extraordinary actions they have taken over the past year to support he community during COVID-19. At its February 10, 2021 meeting, the Toronto Transit Commission Board approved decommissioning the Scarborough RT in 2023 and providing accessible replacement bus service until the Scarborough Extension opens. A dedicated webpage has been created with FAQs, news releases and reports. The SRT Life Extension Project page is now live on the TTC’s website.

Through the pandemic the City has seen a total of 91,368 cases of COVID-19, of these, 83,618 cases have recovered. To this date, there have been 2,535 COVID-19 deaths in Toronto. New public transit investments to build strong communities, fight climate change, and create new jobs across Canada. The Prime Minister, Justin Trudeau, today announced $14.9 billion for public transit projects over the next eight years, which includes permanent funding of $3 billion per year for Canadian communities beginning in 2026-27. This announcement provides cities and communities the predictable transit funding they need to plan for the future, and is part of our plan to create one million jobs, fight climate change, and rebuild a more sustainable and resilient economy. These investments will help Canadians move around easier and create new jobs, reduce pollution, support healthy lifestyles in our community, help Canadians living in rural and remote areas travel to and form work more easily and support our cities and communities by making a permanent and stable federal commitment to funding public transit. City of Toronto readying nine COVID-19 immunization clinics for when vaccine supply re-established. The City of Toronto’s Immunization Task Force is working to ensure all nine City-operated clinics will be ready to open once the Province of Ontario provides direction, and vaccine supply is secured by the Government of Canada. The City is preparing nine clinics located across the city including locations at Scarborough Town Centre, 300 Borough Dr. and Malvern Community Recreation Centre, 30 Sewells Rd. A map with all nine locations is available on the City’s website.

The clinics are not yet open to the public. The target for opening City-operated immunization clinics is early April, pending vaccine supply and direction from the Province. Once fully operational – seven days per week, nine hours per day – it is estimated that more than 120,000 COVID-19 vaccine doses will be administered each week through the network of City-operated immunization clinics. The clinics will be operated by Toronto Public Health, with support from other City staff, and will include qualified nursing staff to administer the vaccinations under appropriate medical oversight. Return to in-person learning at school – As you are aware Toronto schools are planning to re-open for in-person learning on February 16, 2021. Toronto Public Health has prepared important reminders to help you prepare your child for the return to school including a reminder to complete the updated student or staff/visitor COVID-19 symptom screening survey before entering school, reminders to bring extra masks and more. Canada Healthy Communities Initiative Now Open for Applications! The Canada Healthy Communities Initiative (CHCI) is providing up to $31 million in existing federal funding to support communities as they deploy new ways to adapt spaces and services to respond to immediate and ongoing needs arising from COVID-19 over the next two years. The initiative is supporting projects under three main themes: creating safe and vibrant public spaces, improving mobility options and digital solutions. Community Foundations of Canada is currently accepting applications for project funding. The first intake for applications will close on March 9^th, 2021 at 5pm. City of Toronto COVID-19 Case Update: (Data as of February 8, 2021) There has been an increase of 419 COVID-19 cases in the City with 427 people currently hospitalized. Through the pandemic the City has seen a total of 90,965 cases of COVID-19, of these, 83,044 cases have recovered. To this date, there have been 2,519 COVID-19 deaths in Toronto. Case status data can be found on the City’s reporting platform. Province of Ontario status of COVID-19 Cases can be found here.  

The Toronto Public Health unit remains under the shutdown and stay-at-home orders until February 22. It remains imperative that we all respect the COVID-19 orders and stay home as much as possible. When you are outside of your home for essential purposes, remember to wear a mask or face covering, practice physical distancing and good hand hygiene. Get the latest information about service changes, COVID-19 vaccination rollout and why it is important to continue following public health measures that reduce virus spread.

The Ontario government continues to implement its High Priority Communities Strategy to provide targeted supports to 15 communities hardest hit by COVID-19. As part of the strategy, the province is providing $12.5 million to local lead agencies to work in partnership with Ontario Health, public health units, municipalities, and other community partners to help high risk neighbourhoods contain the spread of the virus and access services to better protect individuals and families.  The province is also investing up to $42 million under the High Priority Communities Strategy to create about 1,500 spaces in approximately 11 COVID-19 isolation centres so people can self-isolate and keep their families and communities safe. Return to in-person learning at school – As you are aware Toronto schools are planning to re-open for in-person learning on February 16, 2021. Toronto Public Health has prepared important reminders to help you prepare your child for the return to school. Starting today everyone in a household should complete the updated COVID-19 symptom screening tool for students and staff/visitors. Students should bring a paper record or show your school’s app to confirm that screening has been completed. Students are required to wear a mask properly at al times except when having a mask break or eating lunch. Be sure to pack an extra mask in case your child needs to change it. Toronto Public Library Grab & Go Bags are here! Do you miss the opportunity to browse the collection at your local branch? You should try on of TPL’s grab & go bags! TPL staff have put together grab & go bags for local customers on a wide variety of themes and genres. If you’re interested, check out or contact your local branch and tell staff at the contactless pickup station which bag you’re interested and sign the item out with your TPL card. Learn more about the program here.

City of Toronto COVID-19 Case Update: Toronto Public Health is moving to the provincial Case and Contact Management system, a central repository for COVID-19 data in Toronto. Toronto Public Health’s reporting platform has been put on temporary paus. We can expect to resume full reporting on February 8. Toronto Public Health’s reporting platform can be reviewed online. A Province-wide declaration of emergency and stay-at-home orders remain in effect through to February 9, 2021, unless extended further. It remains imperative that we all respect the COVID-19 orders and stay home as much as possible. When you are outside of your home for essential purposes, remember to wear a mask or face covering, practice physical distancing and good hand hygiene. Ontario continues accelerated vaccinations of most vulnerable despite vaccine delays. Ongoing vaccine delays and reduced shipments have forced the Ontario government to update its goal of completing the administration of first doses of COVID-19 vaccines to residents in each long-term care, high-risk retirement and First Nations elder care home to February 10. Amidst these delays, vaccination teams will be distributing vaccines in First Nations fly-in communities in the north as part of Operation Remote Immunity, beginning this week. Ontario Community Support Program extended until 2022. The Ontario government is extending the Ontario Community Support Program (OCSP) until 2022 to ensure that low-income seniors and people with disabilities have access to food, medicine, and other essentials during COVID-19. The program was established in April 2020 and involves an innovative partnership with the Ontario Community Support Association (OCSA) and its large volunteer base in communities across the province. During that period nearly 800,000 deliveries have been made. During the Fall Economic Update, the government announced plans to extend the program until March 2022, in recognition of its positive impact on vulnerable Ontarians. The City of Toronto proclaims February as Black History Month, recognizing the history, heritage, and contributions of African Canadians in the city. Residents are encouraged to take part in the programs the City of Toronto has planned, in addition to any virtual community-based programs and events that are taking place. Extreme Cold Weather Alert terminated for Toronto. Out of an abundance of caution, due to colder nighttime temperatures and forecasted wind chill values, the warming centre at the following locations will remain open:

• 129 Peter St.
• 5800 Yonge St.
• Exhibition Place, Better Living Centre, 195 Princes’ Blvd.
• Scarborough Civic Centre, 150 Borough Dr.

When they close, details will be shared on the City of Toronto’s twitter channel and on the City’s website that lists services for those experiencing homelessness and under-housing individuals at www.toronto.ca/homelesshelp

The City of Toronto is urging residents to wear masks or face coverings in enclosed common spaces of apartment buildings and condominiums, such as elevators, hallways, lobbies, laundry rooms and any other shared facilities. Masks or face coverings should fully cover the nose, mouth, and chin. COVID-19 is spread through contact with the respiratory droplets produced by someone who is infected when they cough, sneeze, or even when they laugh or speak, including by individuals who may not have symptoms – known as being asymptomatic. Evidence suggests that wearing a mask reduces the likelihood of droplets infecting those around an individual. More information can be read in this news release.

Two COVID-19 Cases in Toronto Appear linked to the B.1.1.7 Variant. The outbreak occurred at a meat production facility, Belmont Meats, in Toronto. Currently, there are 78 confirmed COVID-19 cases linked to this outbreak. Of these confirmed cases, two have screened positive for the B.1.1.7 variant. There is also evidence of secondary transmission of the variant in household member cases associated with an employee of the workplace. At this time, there is no indication that any cases identified in the outbreak had recently travelled or had contact with a person who travelled recently. The provincial government’s Support for Learners Program provides financial support to families to help with additional childcare and education costs due to COVID 19 during the 2020-21 school year. Eligible applicants will receive a one-time payment of:

• $200 for each child or youth up to grade 12
• $250 for each child or youth up to age 21 with special needs

The new Ontario Small Business Support Grant (OSBSG) offers $10,000-$20,000 for small businesses forced to close or significantly restrict services subject to the Province-wide shutdown effective 26 December 2020. The City hosted a webinar last week to give businesses more information; watch the recording here.

DoorDash is providing grants to restaurants selected through an application process in select cities across the US and Canada. The grants are the second round of funding distributed as part of DoorDash’s Main Street Strong Pledge to help restaurants recover and succeed amidst COVID-19 related challenges. Applications are open here.
